Odee Ann Leal, Director of Emergency Management and Homeland Security for the City of Brownsville, has been awarded the prestigious Public Service Excellence Award by the South Texas All-Hazards Committee (STAHC) — a recognition that honors her exceptional leadership and commitment to public safety.

Described by STAHC as “an inspiration to many,” Leal was praised for her tireless dedication to keeping communities prepared, protected, and resilient in the face of emergencies. Her recognition reflects years of impactful service and innovation in emergency response at both the local and national levels.

Among her most notable achievements is the development of The Brownsville Model — a pioneering, humanitarian-based strategy to manage migrant influxes. The model has been adopted by other municipalities along the southern border and across the United States, setting a new standard for compassionate and effective emergency response.

Leal’s work has also earned national accolades, including the Director’s Award from the U.S. Department of Immigration and Customs Enforcement, further cementing her status as a leader in homeland security efforts.
