On June 4, 2025, the Trump administration revoked a federal policy that had mandated hospitals to provide emergency abortions when necessary to save or stabilize a woman’s life. This policy, established during the Biden administration, interpreted the Emergency Medical Treatment and Labor Act (EMTALA) as requiring such procedures, even in states with near-total abortion bans. The revocation has sparked significant concern among healthcare professionals and reproductive rights advocates. Critics argue that this move endangers women’s lives by potentially restricting access to life-saving abortion care in emergency situations. Supporters of the rollback, including anti-abortion groups, contend that the previous policy overstepped federal authority by overriding state laws.

The revocation follows a series of actions by the Trump administration aimed at limiting abortion access. In January 2025, President Trump signed Executive Order 14182, which ended federal funding for elective abortions and revoked prior orders that expanded access to reproductive healthcare. Additionally, the administration withdrew from a lawsuit defending emergency abortion access in Idaho, leaving the state’s restrictive abortion laws largely unchallenged at the federal level.

Healthcare providers and reproductive rights advocates express concern that the revocation of the emergency abortion policy could lead to confusion and hesitation among medical professionals, potentially resulting in delays or denials of critical care to pregnant patients in medical emergencies. They warn that this could disproportionately affect women in states with stringent abortion laws, where access to emergency abortion services may already be limited .
