Hidalgo County District Attorney’s Office holds Press Conference announcing 4th of July DWI “No Refusal” Initiative

EDINBURG – In an effort to keep our roads safe during the Independence Day holiday, the Hidalgo County District Attorney’s Office is partnering with local law enforcement, judges, and medical professionals for a DWI No Refusal Initiative from Thurs. July 3-Sun. July 6, 2025.
During this time, drivers suspected of driving while intoxicated who refuse to submit to a breath or blood alcohol test will be subject to a search warrant to obtain a mandatory blood sample.
“Fourth of July celebrations often involve alcohol, and unfortunately, that leads to an increase in impaired driving incidents,” said Hidalgo County District Attorney Toribio “Terry” Palacios. “Our goal is not to make arrests—our goal is to save lives. This initiative reinforces that refusal to provide a sample will not prevent prosecution.”
The No Refusal Initiative is part of a broader statewide effort to reduce DWI-related injuries and fatalities during high-risk periods like holiday weekends. According to the National Highway Traffic Safety Administration (NHTSA), nearly 40% of traffic fatalities over the 4th of July period involve a drunk driver.
Law enforcement agencies urge all residents and visitors to plan ahead:
- Use a designated driver
- Rideshare services
- Stay overnight if needed
“Getting behind the wheel while impaired is a choice—and it’s a deadly one,” added Palacios. “This 4th of July, we ask everyone to celebrate responsibly.”
