Family of Minnesota Postal Worker Files Lawsuit After Fatal Stroke in Jail Custody

The family of Kingsley Fifi Bimpong, a 50-year-old postal worker from Cottage Grove, has filed a federal lawsuit against Eagan police, Dakota County, and its correctional officers. The lawsuit alleges that officers ignored clear signs of a stroke during Bimpong’s five-hour detention on November 16, 2024, leading to his death in custody.
According to the lawsuit, Bimpong left work early due to a headache and was pulled over by Eagan police after driving into oncoming traffic. Body camera footage reportedly shows Bimpong exhibiting serious physical and cognitive abnormalities, including an inability to recall basic information such as his name and address.
Despite these signs, officers did not complete a standard drug evaluation and noted that Bimpong did not smell of alcohol or have drugs in his vehicle. They arrested him and transported him to the Dakota County Jail.
At the jail, Bimpong reportedly struggled to walk and was observed rolling on the ground in pain. Despite jail procedures requiring staff to check inmates every 30 minutes, officers marked his status as “OK” during his detention.
After more than three hours, a nurse found Bimpong unresponsive and administered Narcan three times without success. He was taken to the hospital, where a CT scan revealed a brain hemorrhage. Bimpong was declared brain dead on November 18 and removed from life support the following day.
The lawsuit accuses the defendants of “deliberate indifference” to Bimpong’s medical needs and seeks accountability for his death.
