City of McAllen Continues Firm Action Against Bar Operators Violating Permit Rules

The City of McAllen continues taking decisive steps to uphold safety and accountability in the downtown Entertainment and Cultural Overlay District (ECOD) by prosecuting bar owners and operators who continue to disregard permit requirements.
At today’s preferential docket in McAllen Municipal Court, bar operators entered 34 misdemeanor pleas for operating without a Special Use Permit (SUP) or violating its conditions, resulting in $11,115 in fines. Conditions tied to an SUP include providing adequate security, sufficient lighting, age verification technology, and UV ink use for minors.
In addition to criminal prosecutions, the City has filed civil enforcement actions against Vandu/PH Roof, Times Two Shot Bar, and Brava Show Bar. Over the weekend, City officials also observed additional establishments operating unlawfully without a permit. As a result, the City will initiate civil proceedings against Alibi, Cine El Rey, La Santa, and The Yard. Based on this weekend’s enforcement activity, the City also issued 38 citations for fire code infractions, operating without a permit, and non-compliance with SUP conditions.
“Responsible business owners deserve a level playing field, and our residents deserve a safe, vibrant downtown,” said Mayor Javier Villalobos. “We will continue to enforce every ordinance necessary to protect our community and ensure that McAllen’s ECOD remains a thriving cultural hub for all.”
The City’s actions follow strong community input at the August 29, 2025, City Commission workshop, where both residents and responsible bar operators voiced frustration with non-compliant establishments and called for stronger enforcement. McAllen will continue pursuing both civil and criminal penalties to safeguard public safety, curb underage drinking, and preserve the integrity of the ECOD as a destination for cultural, dining, and entertainment experiences.
