McAllen ISD Enforces New Restrictions on Personal Communication Devices in Compliance with State Law HB 1481

In accordance with House Bill 1481, the McAllen Independent School District (McAllen ISD) has implemented a new policy restricting the use of personal communication devices on campus during the school day. This policy is intended to support a focused learning environment and ensure student safety.
The new rule prohibits students from using devices such as cell phones, non-district issued laptops or tablets, smart watches, Bluetooth wireless earbuds, and smart glasses while on school property during the instructional day.
What is Considered the “School Day”?
The school day spans from the first bell in the morning until the final bell at dismissal, and it includes lunch, passing periods, and any non-classroom time.

Elementary School: 7:45 a.m. to 3:10 p.m.

Middle School: 7:45 a.m. to 4:05 p.m.

High School: 8:05 a.m. to 4:15 p.m.
What Counts as “School Property”?
School property includes all areas under school control such as classrooms, hallways, restrooms, cafeterias, lockers, athletic fields, playgrounds, parking lots, and any other district facility.

Progressive Discipline for Violations
McAllen ISD will enforce the policy through a progressive discipline system:

First Offense: Student receives a warning; device is confiscated and documented. Student may pick up the device at the end of the day.

Second Offense: Device confiscated and documented. Parent/guardian must pick up the device at the end of the day.

Third Offense: Disciplinary referral issued; student may face further consequences. Parent/guardian must retrieve the device.

Fourth Offense and Beyond: Additional discipline referral and potential in-school suspension (ISS) or other consequences. Parent/guardian must retrieve the device.
